Anti-dumping probe against rubber chemicals
India has initiated anti-dumping investigations into
the import of certain rubber chemicals from European
Union, US, China and Chinese Taipei. Directorate General
of Anti-dumping and Allied Duties, acting on a petition
by National Organic Chemicals Industries Ltd, noted
that there was sufficient prima facie evidence that
the subject goods (certain rubber chemicals) were being
dumped into the Indian markets.
"This authority finds that sufficient prima facie
evidence of dumping of the subject goods from the subject
countries was causing injury to the domestic industry
and causal link between the dumping and injury exists,"
a recent DGAD notification said.
The products under consideration include certain rubber
chemicals used in the manufacture of rubber products
PX13, MOR and TDQ.
The period of investigation is January 1, 2003 to December
31, 2003.
In another case, DGAD recommended definitive anti-dumping
duty on the import of PVC paste resin from the EU.
In its final findings in investigation concerning imports
of PVC resin from the EU, Korea and Saudi Arabia, the
Authority concluded that the dumping margin in the case
of Korea and injury margin in the case of Saudi Arabia
was negative and recommended anti-dumping duty equal
to the difference between 950.94 dollar per Metric Tonne
and landed value of imports.
